  Its been itroducted by FEAR developers monolith,
  but despite being used in shooter, its very much applicable to any
  game AI. The basic idea is that all AI “knows” about the world is represented with fixed
  number(tuple) of symbols, like “is target dead”, “is weapon loaded”, “is grenade in radius” and goal is a simply different set of thiese values, while actions is
  what iniates a change. E.G. to set “is target dead”, ai could
  deside eihher to shoot a gun, or throw a grenade, then it checks
  each azction preconditions like “is weapon loaded”, “do i have a grenade” and if non met it will
  try to perform actions to fix that (“find ammo”, “find grenade”)
  , and so on, until everything is failed, or something gets done.

  It leads to complex behaviors, when AI is able to “take care”
  of itself not by hardcoded conditions, but when number of world conditions is
  met. Just Google goap, yt has a few articles, and there is also nice paper by original developers.
  P. S. planning for teams is possible too.
